This policy remains under review.<\/li>\n<\/ul>\n<\/li>\n<li><a href=\"https:\/\/web.ramapo.edu\/president\/ipc\/\"><strong>Proposed Revisions Policy 317: Academic Freedom (url)<\/strong><\/a>\n<ul>\n<li style=\"list-style-type: none\">\n<ul>\n<li>Public Comment on the proposed revisions to Policy 317 closed on December 20, 2024. The policy remains under review.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<li><a href=\"https:\/\/web.ramapo.edu\/president\/ipc\/\"><strong>NEW Policy and Procedure 645: Music Rights and Usage in Advertising &amp; Promotion (url)<\/strong><\/a>\n<ul>\n<li>Public comment on this proposed policy and procedure closed on January 20, 2023. The policy remains under review.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/div><\/div>\n<div class=\"collapsableContent\" tabindex=\"0\"><div class=\"collapsableTitle\"><span class=\"fa-stack\"><i class=\"fa fa-circle fa-stack-2x\"><\/i><i class=\"fa fa-chevron-down fa-stack-1x fa-inverse\"><\/i><i class=\"fa fa-chevron-up fa-stack-1x fa-inverse\"><\/i><\/span>Policy Actions in 2025-2026<\/div><div class=\"c_content\">\n<ul>\n<li>Policy &amp; Procedure: Digital Accessibility\n<ul>\n<li>This new policy enhances access and reduces barriers for members of Ramapo College, supports student and employee success, reduces the need for and costs of required retroactive accommodations, and establishes a framework to guarantee that all web content, mobile applications, and other digital resources are readily accessible for all users.<\/li>\n<li>Following public comment, the policy was approved in April 2026.<\/li>\n<\/ul>\n<\/li>\n<li>Policy &amp; Procedure: Intellectual Property\n<ul>\n<li>This new policy establishes the parameters in which intellectual property rights at the College are defined for students, faculty, staff and independent contractors.<\/li>\n<li>Following public comment, the policy was approved in April 2026.<\/li>\n<\/ul>\n<\/li>\n<li>Revisions Policy 404: Contract Authorizations\n<ul>\n<li>Revisions to the policy include the addition of relevant statute citations, clarification regarding the authority of the Director of Procurement, and the establishment of an Appendix to provide more detail on types of contracts, approval thresholds, and authorized approval parties.<\/li>\n<li>Following public comment, the revisions to the policy were approved in April 2026.<\/li>\n<\/ul>\n<\/li>\n<li>Policy and Procedure: Deaccessioning of Artwork\n<ul>\n<li>This new policy and procedure provides for the disposal and deaccessioning of artwork by the College.<\/li>\n<li>Following public comment, the policy was approved in April 2026.<\/li>\n<\/ul>\n<\/li>\n<li>Policy and Procedure 604: Acceptable Use of Information and Technological Resources (formerly Electronic Communications)\n<ul>\n<li>Revisions to Policy 604 renamed the policy from &#8220;Electronic Communications&#8221; and expanded it to more broadly address IT resources and the acceptable use of 九色视频 information systems, technology, and data. Addtionally, the policy now cites NIST regulations and compliance, rules for acceptable use, prohibited activities, email use and expectations, College rights and responsibilities, non-compliance and sanctions, and exceptions to policy.<\/li>\n<li>Following public comment, the revisions were approved on January 9, 2026.<\/li>\n<\/ul>\n<\/li>\n<li>NEW Policy and Procedure 413: Software, Hardware, and Supporting Devices\n<ul>\n<li>Policy 413 was established to<span style=\"font-weight: 400\"> standardize the acquisition, use, reassignment, and disposal\/elimination of software, hardware, and supporting devices at the College. It ensures that all technology resources are compatible, secure, cost-effective, and appropriately funded.<\/span><\/li>\n<li>Following public comment, Policy 413 was approved on January 9, 2026.<\/li>\n<\/ul>\n<\/li>\n<li>NEW Policy and Procedure 614: Media Relations\n<ul>\n<li style=\"list-style-type: none\">\n<ul>\n<li>Policy 614 was established to articulate how the College, in its service as a public entity, engages with the media and how it speaks with a single voice on matters pertaining to institutional mission, values, impact, and operations. Further, the policy addresses media opportuntities and media engagement for college employees, as students, and as private citizens.<\/li>\n<li>Following public comment, Policy 614 was approved on January 9, 2026.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<li>Policy 412: Secure Handling and Disposal of Documents\n<ul>\n<li>Policy 412 was established to ensure the secure scanning, storage, and disposal of paper documents\u2014including those containing Personally Identifiable Information (PII).<\/li>\n<li>Following public comment, the policy was approved on December 5, 2025.<\/li>\n<\/ul>\n<\/li>\n<li>Policy 318: Emeritus\n<ul>\n<li>Revisions to Policy 318 expanded the policy to include a posthumous designation for qualified members of the College who pass away during active service.<\/li>\n<li>Following public comment, the revisions were approved on December 5, 2025.<\/li>\n<\/ul>\n<\/li>\n<li>Policy 414: Use of Artifical Intelligence in the Workplace\n<ul>\n<li>Policy 414 was established to provide clear guidelines for employees regarding the responsible and ethical use of Artificial Intelligence (AI) technologies, including but not limited to generative AI (also known as GenAI) programs such as ChatGPT, within the College. This policy replaces a Statement issued in Spring 2025 regarding use of AI in the workplace.<\/li>\n<li>Following public comment, the policy was approved on December 5, 2025.<\/li>\n<\/ul>\n<\/li>\n<li>Policy 637: Campus Posting\n<ul>\n<li>Policy and Procedure 637 was revised. The revisions combined and streamlined three different versions of the Posting Policy into one. The revisions also added definitions; described the request process; updated language regarding areas for posting; relaxed the removal language from being \u201cevery two weeks\u201d to \u201cperiodically\u201d; clarified guidance for non-college entities seeking to post materials; clarified consequences of non-compliance; and eliminated Policy 610: Electronic Signboard and absorbed its contents.<\/li>\n<li>Following public comment, the revisions were approved in November 2025.<\/li>\n<\/ul>\n<\/li>\n<li>Policy 411: Cybersecurity\n<ul>\n<li>Policy and Procedure 411 was\u00a0established to safeguard the integrity, confidentiality, and availability of the College\u2019s digital assets and to make clear that securing sensitive information is not only essential but also integral to our mission as an institution of higher learning. The accompanying procedure and manual further provide a structured framework to mitigate risks, protect sensitive data, and establish a culture of vigilance and responsibility among staff, faculty, students, and users; they also serve as guiding documents for the community, outlining the principles and practices necessary to create a secure and resilient cybersecurity posture.<\/li>\n<li>Following public comment, this new policy was approved in October 2025.<\/li>\n<\/ul>\n<\/li>\n<li>Policy 416: Student Scholarship Administration\n<ul>\n<li>Policy &amp; Procedure 416 was established to ensure the College\u2019s administration of scholarships is managed fairly, clearly, and responsibly.<\/li>\n<li>Following public comment, this new policy was approved in October 2025.<\/li>\n<\/ul>\n<\/li>\n<li><span style=\"font-weight: 400\">Policy 503: Student Complaints of a Non-Academic Nature<\/span>\n<ul>\n<li>Non-substantive revisions to this policy updated policy responsibility (effective 8\/27\/25)\/<\/li>\n<\/ul>\n<\/li>\n<li><span style=\"font-weight: 400\">Policy 639: Release of Open Public Records <\/span>\n<ul>\n<li>Non-substantive revisions to this policy updated college titles and nomenclature.<\/li>\n<\/ul>\n<\/li>\n<li><span style=\"font-weight: 400\">Policy 642: Records Retention<\/span>\n<ul>\n<li>Non-substantive revisions to this policy updated college titles and nomenclature.<\/li>\n<\/ul>\n<\/li>\n<li><span style=\"font-weight: 400\">Policy 202: Appointment of College Employees through the President\u2019s Authority<\/span>\n<ul>\n<li>Non-substantive revisions to this policy updated college titles and nomenclature.<\/li>\n<\/ul>\n<\/li>\n<li><span style=\"font-weight: 400\">Policy 501: Athletic Hall of Fame<\/span>\n<ul>\n<li>Non-substantive revisions to this policy updated college titles and nomenclature.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/div><\/div>\n<div class=\"collapsableContent\" tabindex=\"0\"><div class=\"collapsableTitle\"><span class=\"fa-stack\"><i class=\"fa fa-circle fa-stack-2x\"><\/i><i class=\"fa fa-chevron-down fa-stack-1x fa-inverse\"><\/i><i class=\"fa fa-chevron-up fa-stack-1x fa-inverse\"><\/i><\/span>Policy Actions in 2024-2025<\/div><div class=\"c_content\">\n<ul>\n<li>Policy 220 Grants &amp; Sponsored Programs Compliance\n<ul>\n<li>Policy &amp; Procedure 220 ensures that the proper controls and procedures are in place for the College to effectively compete for and steward a range of public and private grants. The policy also obligates the College to annually review its newly established Grants &amp; Sponsored Programs Manual.<\/li>\n<li>Following public comment, the new policy was approved in April 2025.<\/li>\n<\/ul>\n<\/li>\n<li>Policy 407: Gifts and Private\/non-governmental Grants (formerly &#8220;Fundraising Gifts and Grants&#8221;)\n<ul>\n<li>Revisions to Policy &amp; Procedure 407 renamed the policy; defined terms; clarified the role of the Foundation in stewarding philanthropic gifts and primarily private\/non-governmental grants; described the authority of the College and the Foundation; described risk mitigation, receipt, and compliance strategies related to philanthopic gifts and private\/non-governmental grants; and articulated required disclosures to donors.<\/li>\n<li>Following Public Comment, the policy was approved in April 2025.<\/li>\n<\/ul>\n<\/li>\n<li>Policy &amp; Procedure 204: Ramapo College Foundation\n<ul>\n<li>Revisions to Policy &amp; Procedure 204 updated nomenclature, clarified the Foundation&#8217;s governance and relationship to the College, and denoted its primary focus is to secure philanthropic contributions and primarily private\/non-governmental grants in support of the College mission and strategic goals.<\/li>\n<li>Following public comment, the policy was approved by the Board in April 2025.<\/li>\n<\/ul>\n<\/li>\n<li>Policy &amp; Procedure 410: Data Protection (PII)\n<ul>\n<li>Policy and Procedure 410 seeks to ensure proper stewardship and safeguarding of personally identifiable information (PII) in accordance with the law. It defines PII risk levels;\u00a0 describes the evaluation, classification and authorization of and to those levels of PII;\u00a0 and it outlines Data Handling and Breach Notification and Compliance.<\/li>\n<li>Following public comment, the policy was approved in March 2025.<\/li>\n<\/ul>\n<\/li>\n<li>Policy &amp; Procedure 301 Research Misconduct\n<ul>\n<li>Policy and Procedure 301 seek to communicate the standards expected of faculty, staff, administrators, and academic professionals who participate in sponsored research at or for the College. It describes the process followed in those instances in which research misconduct is suspected to have occurred<\/li>\n<li>Following public comment, the policy was approved in March 2025.<\/li>\n<\/ul>\n<\/li>\n<li>Policy 624: Allowance for Doubtful Accounts\n<ul>\n<li>Non-substantive revisions to this policy updated college titles and nomenclature.<\/li>\n<\/ul>\n<\/li>\n<li>Policy 479: Cash Handling\n<ul>\n<li>Non-substantive revisions to this policy updated college titles and nomenclature.<\/li>\n<\/ul>\n<\/li>\n<li>Policy 606: Cell Phone Allowance\n<ul>\n<li>Non-substantive revisions to this policy updated college titles and nomenclature.<\/li>\n<\/ul>\n<\/li>\n<li>Policy 631: Student Expressive Activity (formerly housed in the Student Handbook as Student Dissent\/Disruption of College Functions)\n<ul>\n<li>This policy and procedure was substantively revised, renamed, and codified to be included in the Policy Library. Revisions included the outlining of various types of Emergency Notifications; Non-emergency Notifications; Timely Information Relevant to Compliance, Substantive Concerns, and\/or Non Life-Threatening Situations; and Timely Warnings. Revisions also defined the various notification system options, and the responsible use, authority and responsibility for such systems.<\/li>\n<li>This revised policy was approved in July 2024.<\/li>\n<\/ul>\n<\/li>\n<li>Policy &amp; Procedure 640: Broadcast E-mail and Voicemail\n<ul>\n<li>This policy was renamed Mass Communications. Revisions included how mass communications are defined, access to and responsibility for mass communication tools and governance of related distribution lists, as well as controls for their proper use.<\/li>\n<li>Following public comment, this revised policy was approved in July 2024.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/div><\/div>\n<div class=\"collapsableContent\" tabindex=\"0\"><div class=\"collapsableTitle\"><span class=\"fa-stack\"><i class=\"fa fa-circle fa-stack-2x\"><\/i><i class=\"fa fa-chevron-down fa-stack-1x fa-inverse\"><\/i><i class=\"fa fa-chevron-up fa-stack-1x fa-inverse\"><\/i><\/span>Policy Actions in 2023-2024<\/div><div class=\"c_content\">\n<ul>\n<li>Codification of Policy &amp; Procedure 211: Sexual Misconduct\n<ul>\n<li>The College&#8217;s Sexual Misconduct Resources (&#8220;policy and procedures&#8221;) were in place for many years but had not been formalized as institutional policy for inclusion among Board Policies and within the Policy Library.<\/li>\n<li>This policy was codified by the Board of Trustees in April 2024.<\/li>\n<\/ul>\n<\/li>\n<li>Policy &amp; Procedure 405: Lightning Detection\n<ul>\n<li>This new policy and procedure facilitate the proper use, oversight, testing, and maintenance of the College&#8217;s lightning detection system.<\/li>\n<li>Following public comment, this policy was approved in April 2024.<\/li>\n<\/ul>\n<\/li>\n<li>Policy 316: Honorary Degrees\n<ul>\n<li>Non-substantive revisions to this policy updated college nomenclature and clarified reference to institutional values.<\/li>\n<\/ul>\n<\/li>\n<li>Policy and Procedure 460: Padovano Commons Usage\n<ul>\n<li>The purpose of this new policy is to clarify the purpose of the Padovano Commons and formalize into policy current practices regarding its usage.\u00a0 The procedure describes the hours of operation, reserved use, prioritization of use, notice of use, and space configuration for the Padovano Commons.<\/li>\n<li>Following public comment, the revised policy was approved in November 2023.<\/li>\n<\/ul>\n<\/li>\n<li>Policy 609: Social Media\n<ul>\n<li>Revisions to this policy clarify social media account types and the responsibilities for the stewardship of accounts.<\/li>\n<li>Following public comment, the revised policy was approved in October 2023.<\/li>\n<\/ul>\n<\/li>\n<li>Policy 466: Flexible Work Arrangement\n<ul>\n<li>Revisions to this policy renamed the policy to Alternate Work Arrangement, defined the types of arrangements that may be available to employees, and provided procedural clarity on such arrangements.<\/li>\n<li>Following public comment, the revised policy was approved in October 2023.<\/li>\n<\/ul>\n<\/li>\n<li>Policy 425: Drug Free Workplace\n<ul>\n<li>Revisions to this policy and procedure address cannabis, revise language regarding the consumption of alcohol, clarify and update processes related to impairment, update language relevant to substance use disorder, and update available resources.<\/li>\n<li>Following public comment, the revised policy was approved by the Board of Trustees in October 2023.<\/li>\n<\/ul>\n<\/li>\n<li>Policy 225: College Founders\n<ul>\n<li>Revisions to this policy honor the purpose of Founders&#8217; Day, expand upon the audiences it may involve, and provide the College with greater flexibility by removing language that limits how and when the College&#8217;s founding is celebrated.<\/li>\n<li>Following public comment, the revised policy was approved by the Board of Trustees in October 2023.<\/li>\n<\/ul>\n<\/li>\n<li>Policy and Procedure 475: Tuition Waiver Program for Spouses, Domestic Partners, and Dependent Children of Full-Time Faculty and Staff\n<ul>\n<li>Revisions to this policy and procedure expand eligibility for a tuition waiver by stipulating one calendar year of 九色视频 service or NJ State service at the time of application, and by including faculty in full-time lecturer lines as eligible employees; make the deployment of a full search committee optional for positions that are classified below level 24, and maintain the College\u2019s commitment to diversity and inclusion.<\/li>\n<li>Following public comment, the revised policy was approved by the Board in June 2023.<\/li>\n<\/ul>\n<\/li>\n<li>Policy and Procedure 616: Special Projects and Payments (previously Extra Compensation for Special Projects)\n<ul>\n<li>Revisions to this policy and procedure updated nomenclature and refined categories and criteria for special payment work and approval processes.<\/li>\n<li>Following public comment, the revised policy was approved by the President&#8217;s Senior Leadership Team in May 2023.<\/li>\n<\/ul>\n<\/li>\n<li>NEW DRAFT Policy and Procedure 482: Prizes, Awards and Gifts\n<ul>\n<li>The purpose of this new policy is to outline the responsibilities, restrictions, and requirements associated with the issuance and receipt of prizes, awards, and gifts to students and employees.<\/li>\n<li>Public comment on this new policy closed on<span style=\"color: #2f2f2f\"> June 23, 2022. This new policy and procedure were formally tabled by the Responsible Executive in May 2023.<\/span><\/li>\n<\/ul>\n<\/li>\n<li>Policy and Procedure 203: Capital Improvements to the Havemeyer House\n<ul>\n<li>Effective July 1, 2021 the Havemeyer House stopped serving as the residence of the College President, as a result, this policy and procedure was recommended for rescission.<\/li>\n<li>This policy was rescinded by the Board in January 2023.<\/li>\n<\/ul>\n<\/li>\n<li>Policy and Procedure 635: Campus Surveys\/Survey Development and Implementation\n<ul>\n<li>Revisions to this policy and procedure updated college titles and nomenclature, clarified the purpose of the policy, and outlined the responsibilities associated with the coordination of surveys and management of survey data.<\/li>\n<li>Following public comment, the revised policy was approved by the President&#8217;s Senior Leadership Team in January 2023.<\/li>\n<\/ul>\n<\/li>\n<li>Policy and Procedure 481: Graduate Assistants\n<ul>\n<li>Revisions to this procedure added language regarding taxable income on tution remission, updated payment terms to include the preparation of an Accounts Payable voucher, and provided direction on the posting of remission to the student account and disbursement of financial aid awards.<\/li>\n<li>Following public comment, the revised policy was approved by the President&#8217;s Senior Leadership Team in January 2023.<\/li>\n<\/ul>\n<\/li>\n<li>Policy 401: Authorized Signatories\n<ul>\n<li>Non-substantive revisions to this policy updated college titles and nomenclature.<\/li>\n<\/ul>\n<\/li>\n<li>Policy 404: Contract Authorizations\n<ul>\n<li>Non-substantive revisions to this policy updated college titles and nomenclature.<\/li>\n<\/ul>\n<\/li>\n<li>Policy and Procedure 641: Motor Vehicle\n<ul>\n<li>Revisions to this policy and procedure primarily clarified eligibility criteria for employees operating College vehicles, outlined responsibilities of drivers and their direct supervisors, and identified People Operations and Employee Resources and the College&#8217;s Risk Manager in Business Services as the entities through which any infractions are reported. In addition, Student Shuttle Driving Procedures were added as an appendix.<\/li>\n<li>Following public comment, the revised policy was approved by the President&#8217;s Senior Leadership Team in August 2022.<\/li>\n<\/ul>\n<\/li>\n<li>Policy and Procedure 642: Space Management and Allocation\n<ul>\n<li>Revisions to this policy and procedure focused largely on the membership and governance of the Space Management and Allocation Advisory Committee.<\/li>\n<li>Following public comment, the revised policy was approved by the President&#8217;s Senior Leadership Team in July 2022.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/div><\/div>\n<div class=\"collapsableContent\" tabindex=\"0\"><div class=\"collapsableTitle\"><span class=\"fa-stack\"><i class=\"fa fa-circle fa-stack-2x\"><\/i><i class=\"fa fa-chevron-down fa-stack-1x fa-inverse\"><\/i><i class=\"fa fa-chevron-up fa-stack-1x fa-inverse\"><\/i><\/span>Policies Approved in 2021-2022<\/div><div class=\"c_content\">\n<ul>\n<li>Policy and Procedure 649: Financial Conflict of Interest &#8211; Sponsored Research\n<ul>\n<li>Establishment of this policy was directed by the Office of Grants and Sponsored Programs. The policy establishes standards that ensure that design, conduct, and reporting of research performed at the College will be free from bias resulting from financial conflicts of interest.<\/li>\n<li>\u00a0The policy was approved by the Cabinet on June 7, 2022.<\/li>\n<\/ul>\n<\/li>\n<li>Policy and Procedure 205: President&#8217;s Temporary Absence\/Emergency Succession\n<ul>\n<li>Revisions to this policy and procedure were initiated by the Office of the President. The revisions amended procedures associated with unplanned absences of the President.<\/li>\n<li>The Policy was approved by the Board of Trustees on April 25, 2022 for an effective date of July 1, 2022.<\/li>\n<\/ul>\n<\/li>\n<li>NEW Policy and Procedure 644: Bias Incident Response Policy\n<ul>\n<li>Following the work of the Goal 2 Task Force, this new\u00a0P&amp;P was developed by the Office of Equity, Diversity, Inclusion,\u00a0and Compliance. The policy serves to outline\u00a0the manner in which the College responds to\u00a0bias incident reports.<\/li>\n<li>Policy and Procedure 644 was approved by the Cabinet on February 9, 2022.<\/li>\n<\/ul>\n<\/li>\n<li>Policy and Procedure 318: Emeritus\n<ul>\n<li>Revisions to this policy and procedure were initiated by the Office of Employee Relations. Significant revisions add terms of revocation, add criteria for administrator emeritus, revise criteria for faculty emeritus, and add a process for recommending emeritus rank for retiring Presidents.<\/li>\n<li>Policy and Procedure 318 was approved by the Cabinet on February 9, 2022<\/li>\n<\/ul>\n<\/li>\n<li>Policy and Procedure 646: Managers and Staff Teaching Courses\n<ul>\n<li>Following a review of Policy 300HH Overload, this new P&amp;P was\u00a0initiated by Human Resources. It serves to outline the manner in which managers and staff whose job responsibilities do not include teaching may teach courses.<\/li>\n<li>Policy and Procedure 646 was approved by the Cabinet on February 9, 2022.<\/li>\n<\/ul>\n<\/li>\n<li>Policy and Procedure 612: Purchasing Card\n<ul>\n<li>Revisions to this P&amp;P were initiated by Business Services in partnership with Internal Audit. The more significant revisions amended the procedures to refer, rather than to an exhaustive list of protocols, to the Purchasing Card Manual. Revisions in the Manual primarily served to strengthen controls and narrow the scope of Purchasing Card activity.<\/li>\n<li>Policy and Procedure 612 was approved by the Cabinet on February 9, 2022.<\/li>\n<\/ul>\n<\/li>\n<li>Policy and Procedure 480: Budget Savings Incentive\n<ul>\n<li>Revisions to this policy and procedure were initiated by the Budget Office. Significant revisions amend the percent of sharing, and refine the uses, approvals, and limitations of the funds.<\/li>\n<li>Policy and Procedure 480 was approved by the Cabinet on February 9, 2022.<\/li>\n<\/ul>\n<\/li>\n<li>Policy and Procedure 223: College Policies\n<ul>\n<li>Revisions primarily clarified and revised the responsibilities of policy management, development, and review.<\/li>\n<li>Policy and Procedure 223 was approved by the Board of Trustees in September 2021.<\/li>\n<\/ul>\n<\/li>\n<li>Policy and Procedure 481: Graduate Assistants\n<ul>\n<li>Policy and Procedure 481 has been established to advance standards for the awarding and administration of graduate assistantships.
